The Cleveland Bay Industrial Park (CBIP) is a master-planned industrial estate offering 125 hectares of fully serviced freehold lots for industrial development.
Strategically located within the Townsville State Development Area (SDA), just 6 km south-east of the Townsville central business district, it benefits from direct access to the:
- Port of Townsville, only 2 km south
- national road network, including both the Bruce and Flinders highways

The Coordinator-General making things possible
With the intent of creating opportunities to drive economic growth, the Coordinator-General proactively identified land suitable for industrial development in the Townsville SDA. In partnership with the private sector, the Coordinator-General developed the Cleveland Bay Industrial Park (CBIP).
Working with industry leaders and local developers, the Coordinator-General has approved several medium-impact industrial developments within the CBIP. This has achieved great results for Townsville, including:
- approximately $157.7 million of capital investment
- 310 new jobs
- supporting the creation of long-term economic and employment opportunities.
The role of the Office of the Coordinator-General is central in land-use planning, investment facilitation and development coordination within the Townsville SDA. We’re facilitating commercial opportunities in SDAs and ensuring that industrial projects in the CBIP can progress efficiently and with certainty.

Key partnerships and projects
The Office of the Coordinator-General is working closely with industry leaders and local developers. Together, we’re collaborating to ensure that land within the Townsville SDA is used efficiently, and that infrastructure supports future growth.
The diversity and scale of development taking place at the CBIP is a significant strength. Approved projects in the CBIP include:
- CAMM Group – concrete batching and precast concrete manufacturing facility
- Bridgestone Tyres – bulk storage warehouse for heavy vehicle and mining vehicle tyres
- Gough Plastics – manufacturing plant for plastic-based industrial products
- Centurion – freight terminal and warehousing services
- IOR – transport depot, warehouse and fuel storage infrastructure
- Sizer & Cogill Bulk & General Carriers – bulk grain and agricultural product export logistics hub
- RGM Maintenance – heavy vehicle servicing and maintenance, supporting the Department of Defence
- Queensland Resources Common User Facility.
These businesses benefit from having operational capacity 24 hours a day, 7 days a week. Direct road access via the Townsville Port Access Road also enhances efficiency of their freight movements to and from the Port of Townsville.
Delivering the future of Townsville’s critical minerals industries
A standout initiative for the CBIP will see the Queensland Resources Common User Facility (QRCUF) built at the site. The Queensland Government is delivering the QRCUF to support the development of commercial mining projects in Queensland and promote investment in advanced mineral manufacturing opportunities.
By locating the QRCUF in the CBIP, the Coordinator-General is positioning Townsville as a hub for:
- critical minerals innovation
- supply chain development
- resource sector diversification.
This state-led investment will boost the critical minerals industry by offering a facility to trial production processes for commercialisation. It will enable prospective miners to begin producing mineral samples at scale, test and refine processes, and accelerate commercialisation of projects.
